9 Sept. 2025: Navigator Tissue UK has outlined plans to consolidate its UK rolls operations and relocate its Leicester facility to a larger site, in a move designed to streamline operations, strengthen resilience, and reinforce its position as a leading tissue manufacturer globally.
The proposals include relocating its Thurmaston operation and external warehouses in Leicester to a larger, nearby facility at Optimus Point. Additionally, its rolls manufacturing division, currently based in Blackburn, will be moved to the Leyland site, and the new Leicester facility.
Consultation has begun with affected employees at the Leicester and Blackburn sites. The company aims to preserve as many roles as possible and is committed to supporting any affected colleagues through the transition.
Navigator Tissue UK is part of The Navigator Company, a global pulp and paper manufacturer recognised as a benchmark for quality and innovation. Listed in Portugal, the group reported revenues of €2.088bn in its most recent financial year and continues to expand its global presence through organic growth and targeted acquisitions.
These changes form part of a wider strategy to future-proof the company’s global presence, enabling it to operate at greater scale while maintaining its commitment to product quality and investment in UK manufacturing. The business produces a range of essential tissue products, including toilet paper, kitchen roll, facial tissues, and wet wipes.
The group is also planning further investment in its Leicester and Leyland sites over the next five years.
Simon Nelson, Operations Director at Navigator Tissue UK, said: “This is a strategic move that reflects our long-term commitment to the UK market. By consolidating and modernising our operations, we’re putting the business in the strongest possible position to serve our customers, protect product quality, and compete at scale in an increasingly globalised sector.
“We’re taking a careful and responsible approach. One that’s focused on continuity and supporting our colleagues, customers and suppliers through this proposed transition.”
